Do you need a Gazette for a PAN card name change?
Yes, absolutely. A Central Gazette Notification is the strongest and most universally accepted legal proof of name change in India. Whether you are changing your surname after marriage, reverting to your maiden name after a divorce, completely changing your first and last name, or fixing an Aadhaar-PAN mismatch, Protean/UTIITSL requires this definitive document to process your PAN correction application without endless rejections. Once you have a Central Gazette, it is the single strongest proof and works for PAN, Aadhaar, passport, bank KYC, and every other document.
PAN Card Scenarios That Require a Gazette
A Central Gazette is the definitive government proof that links your old identity to your new identity.
NSDL, Protean, and UTIITSL
PAN card issuance and corrections are managed on behalf of the Income Tax Department by two authorised agencies: Protean eGov Technologies (formerly NSDL e-Governance) and UTIITSL. Both agencies accept a Central Gazette Notification as valid supporting proof for a name change on PAN.
The application form is Form 49A or the online CSF (Correction/Change Request Form). The e-Gazette PDF is uploaded along with the photo and signature. Once processed, you receive either a physical PAN reprint by post or an instant e-PAN download.
Because Aadhaar-PAN linking is mandatory and the two names must match exactly, we recommend using the same Central Gazette to fix Aadhaar first, then PAN — the names will align in one round.
PAN Key Facts
- 1 Form used: Form 49A / CSF (online or offline).
- 2 Agencies: Protean (ex-NSDL) or UTIITSL — both authorised by CBDT.
- Turnaround: e-PAN 3–5 working days, physical reprint 15–20 days.
- Aadhaar match: PAN name must match Aadhaar name for linking.
- Gazette accepted: Both Central and State — Central is preferred.
The 3-Step Central Gazette Process for PAN
The exact route we follow — from your first WhatsApp message to your published Gazette ready for the PAN correction form.
Notarised Name-Change Affidavit
Drafted on ₹100 non-judicial stamp paper: old name, new name, complete address, father's name, reason for change, and confirmation of PAN details. Attested by a Notary Public.
PAN-specific tip: We include a line "the applicant's PAN number is XXXX-X" so the Gazette is directly usable with Form 49A without ambiguity.
Publication in Two Newspapers
The name-change notice is published in one English and one regional-language daily circulating in your district, in the exact format the Department of Publication accepts. Original clippings are secured for filing.
Bharat Kosh Fee & Delhi Filing
We pay the government fee on the Bharat Kosh portal, prepare the digital matter in MS Word format on CD, compile the dossier, and hand-deliver at the Department of Publication, Civil Lines, New Delhi.
Publication in Part IV of the Central Gazette follows within 3–4 weeks. We send you the e-Gazette PDF as soon as it goes live on egazette.gov.in — ready to upload with Form 49A.
Filing the PAN Correction Application
A step-by-step of what happens on the Protean or UTIITSL portal once you have your Gazette PDF.
1. Choose the correction portal
Go to onlineservices.protean-tinpan.com (Protean/ex-NSDL) or pan.utiitsl.com (UTIITSL). Both accept the same Gazette; pick whichever agency issued your existing PAN.
2. Fill Form 49A / CSF with the new name
Enter the new name exactly as it appears in the Gazette (case-perfect, dots/spaces match). Tick "name change" as the correction type.
3. Upload the e-Gazette PDF as PoI
In the "Proof of Identity" dropdown, select "Copy of Gazette Notification". Upload the e-Gazette PDF (page carrying your name). Also upload photo, signature, and current PAN copy.
4. Choose e-PAN or physical PAN & pay fee
Pay the correction fee online. Choose e-PAN (email delivery in 3–5 days) or physical PAN reprint (post delivery in 15–20 days). Note the acknowledgement number for tracking.
5. Update bank & investment KYC
Once the new PAN is issued, submit the new PAN + Gazette copy to every bank, mutual fund, and demat account for KYC re-verification. This is a one-time update per institution.
Aadhaar↔PAN Name Mismatch Fix
Since Aadhaar-PAN linking became mandatory, the two names must match exactly — even small differences (missing middle initial, extra dot, spelled surname) cause linking to fail and tax filings to reject.
For minor differences, you can update the PAN using Aadhaar as PoI (or the reverse: update Aadhaar to match PAN). For major differences — different first names, transliteration disputes, missing surname — a Central Gazette Notification is the single-attempt fix. Use the Gazette to correct whichever document is easier to change (usually PAN, because Aadhaar has the 2-update limit).
We regularly handle the reverse case too: PAN was created with one spelling in the 1990s/2000s, Aadhaar came later with a corrected spelling, and linking fails. One Gazette fixes it permanently.
