NSDL, Protean, and UTIITSL

PAN card issuance and corrections are managed on behalf of the Income Tax Department by two authorised agencies: Protean eGov Technologies (formerly NSDL e-Governance) and UTIITSL. Both agencies accept a Central Gazette Notification as valid supporting proof for a name change on PAN.

The application form is Form 49A or the online CSF (Correction/Change Request Form). The e-Gazette PDF is uploaded along with the photo and signature. Once processed, you receive either a physical PAN reprint by post or an instant e-PAN download.

Filing the PAN Correction Application

A step-by-step of what happens on the Protean or UTIITSL portal once you have your Gazette PDF.

1. Choose the correction portal

Go to onlineservices.protean-tinpan.com (Protean/ex-NSDL) or pan.utiitsl.com (UTIITSL). Both accept the same Gazette; pick whichever agency issued your existing PAN.

2. Fill Form 49A / CSF with the new name

Enter the new name exactly as it appears in the Gazette (case-perfect, dots/spaces match). Tick "name change" as the correction type.

3. Upload the e-Gazette PDF as PoI

In the "Proof of Identity" dropdown, select "Copy of Gazette Notification". Upload the e-Gazette PDF (page carrying your name). Also upload photo, signature, and current PAN copy.

4. Choose e-PAN or physical PAN & pay fee

Pay the correction fee online. Choose e-PAN (email delivery in 3–5 days) or physical PAN reprint (post delivery in 15–20 days). Note the acknowledgement number for tracking.

5. Update bank & investment KYC

Once the new PAN is issued, submit the new PAN + Gazette copy to every bank, mutual fund, and demat account for KYC re-verification. This is a one-time update per institution.

Aadhaar↔PAN Name Mismatch Fix

Since Aadhaar-PAN linking became mandatory, the two names must match exactly — even small differences (missing middle initial, extra dot, spelled surname) cause linking to fail and tax filings to reject.

For minor differences, you can update the PAN using Aadhaar as PoI (or the reverse: update Aadhaar to match PAN). For major differences — different first names, transliteration disputes, missing surname — a Central Gazette Notification is the single-attempt fix. Use the Gazette to correct whichever document is easier to change (usually PAN, because Aadhaar has the 2-update limit).
